Important Information | Post-16 Transport 2021/22

Who is this message being sent to?

This message is being sent to all young people currently in receipt of Post-16 Transport and all young people in Year 11 currently in receipt of Home to School Transport.  It is also being sent to all secondary schools in Cornwall, who we hope will share this information with all Year 11 children.  It is also being sent to all Post-16 learning providers in Cornwall, who we hope will share this information with all existing and prospective students.  A copy is also be shared with Parent Carer Cornwall and SENDIAS.  We would encourage you to forward this email to anyone else who may be interested.

What is Post-16 Transport?

Cornwall Council does not have a duty to provide free transport for young people aged 16 and 19.   Instead, we offer a subsidised transport scheme.  Cornwall Council does however have a duty to provide free transport for young people aged 19 to 25 who have an Education, Health and Care Plan.

Why are we writing to you?

Cornwall’s Post-16 Transport scheme for 2021/22 is now live.  Please visit where you will find the online application form and Cornwall’s Home to School Transport Policy 2021/22.

Are other schemes available?

Some schools/colleges provide their own transport.  This may better suit your needs.  Please check with your school/college before applying for Cornwall Council’s scheme.

What do you need to do?

All young people who require transport assistance in the 2021/22 academic year should apply as early as possible.  Applying early will help the Transport Coordination Service plan its transport network.  It will also enable travel passes and arrangements to be issued quicker.  Don’t wait, apply now!

Do you need to reapply?

Post-16 Transport is only awarded for one academic year at a time – you must reapply each year.

Is there a deadline?

The deadline for on-time applications is Sunday 25 July 2021.  The deadline for on-time payments is Sunday 1 August 2021.  Young people who apply and pay on-time are guaranteed to receive their travel passes and arrangements to use from the start of the Autumn Term.  Applications and payments received after these deadlines will be processed as soon as possible – however, we cannot guarantee that travel arrangements for these applicants will be in place for the start of the Autumn Term.  Students will need to make their own travel arrangements in the meantime.

What is the cost?

The required payment for young people aged 16 and 19 in the 2021/22 academic year is £515.  This is payable in one lump sum or at the start of each term.  All students aged 16 to 19 – including those with an Education, Health and Care Plan – must pay this contribution.  Cornwall Council has decided not to increase its cost from the 2020/21 academic year.  This is part our commitment to ensure that Post-16 Transport is affordable for all.

What if you are unable to afford it?

You can apply for support through the 16‐19 Bursary Fund to help you make this contribution.  This is a separate funding scheme provided by Central Government to support students aged 16 to 19 with the cost of staying in education or training.  National guidance advises that the money young people (or their training/education provider) receive from the 16-19 Bursary Fund can be spent on the required contribution towards transport costs.  The 16-19 Bursary Fund is not managed by Cornwall Council.  Please apply via your school/college.

What about young people with Education, Health and Care Plans?

The Transport Coordination Service and Statutory SEN Service have produced a guidance document to support the families of young people with an EHC Plan – see link below.
